Greenville Overlook Spring Community Reminder 4/15/2021
As we approach the warming weather, we’re reminding everyone to fully comply with the Greenville Overlook “Declaration of Restrictions” rules in place to ensure the safety and aesthetics of our desired community. The following three areas of concern are the most common (and annoying) based upon complaints received by the Homeowners Association. They require each home owner’s complete and immediate compliance:
Curbing Pets – Please be vigilant in curbing your pet(s) as you walk the community. If your pet poops while you are out walking in the community, please immediately pick up their waste. No one wants to have feces on their lawn, nor do we want to have to step over it while walking on the common walkways.
Trash / Recycle Bins – Our community rules require that these bins be hidden from view - except when placed at the curb for their regular day of collection. They should only be visible from the street during the period from the evening before the day of collection, through to the evening of the day of collection. For clarification, perpetually storing your trash and recycle bins by the garage doors or side of the home is not “hidden from view” and is in violation of the community “Restrictions”. As a few homeowners have continued to ignore this contractual rule, we have instructed Aspen Property Management Company to begin the formal enforcement process no later than June 1, 2020. The related fee assessment (fine) for non-compliant households will hopefully result in full compliance going forward.
Tree Limbs Over Common Walkways – Please ensure that you trim any tree branches hanging over the common walkway in front of your home. We suggest you trim any limbs encroaching the walkway to a minimum clearance height of seven feet. Our neighbors should not have to crouch down nor venture into the street in order to walk around our community. As our community’s young trees are growing fast, please periodically check to ensure the required clearance is maintained, as it may requiring additional trimming throughout the growing cycle.
Lastly, as we navigate these trying and anxious times, we hope everyone in our Greenville Overlook community manages through safely. Many are now forced to shelter in place, and we are seeing many more of our community residents out and about. The new faces and smiles and waves truly enhance our community. Please stay safe!

Greetings from the HOA Board. As we close one month and enter another, we need only look at the color and quantity of leaves lining our yards to know that a change in season is truly upon us. Similarly, there are also many exciting changes happening in our Greenville Overlook community including the addition of new Board members, the approval of our 2021 HOA budget, and the onboarding of a new management company---to name just a few. You can expect updates on these topics in the coming weeks. And going forward, you can also expect timelier and more frequent communications from via all our community channels--email, Facebook and traditional mail.
The purpose of today’s letter is to provide guidance around a topic that is affecting the neighborhood and generating many questions to the Board---yard signs. The policy on yard signs is clear and simple; per article 2 section 8 of the Declaration of Restrictions, yard signs are not allowed. The policy explicitly states, “No sign, banner, flag, billboard or advertisement of any kind….” without expressed permission from the Board. And given that we are in an election season, it bears stating that this policy covers political signage as well. The policy ensures that we keep our properties and entire neighborhood aesthetically pleasing and reduces neighborhood solicitations.
We acknowledge that due to the impacts of COVID-19, the sign policy was not consistently enforced, specifically during the summer months when many homes displayed yard signs for recent highs school graduates. However, as the impacts of COVID are now more “settled,” we feel it’s important to clarify and reinstate consistent enforcement Greenville Overlook’s “no-sign” policy. We ask that all neighbors remove any unapproved yard signs being displayed in their yards and immediately comply with the “no-sign” policy no later than Sunday, November 8.
Finally, in a related matter, recently some of our permanent street signage was vandalized, with someone writing offensive and hateful remarks. This is unacceptable. At Greenville Overlook, vandalism, destruction of property and hate speech of any kind will not be tolerated. Not only are these acts criminal and outside of our policies and covenants, they run counter to the Board’s commitment to fostering a safe, respectful, and tight-knit community.
